For example, when prices are decreasing and there is a lot of inventory on the market, many potential sellers say they want to wait until the market goes back up. If those sellers, however, are going to buy another home, it would actually be better to sell the property for less and then purchase a home at a good price, one also selling for less. One benefit is a low tax base that won't change when the market does go up. Also, if their next home is in a nicer area or is a more desirable property that will appreciate at a greater rate than their previous home, then that will prove to be a wise investment when market values increase.
